Is it possible to have one layer move independently of the other? So that I can create one layer that can be made visible but when dragged does not drag the whole widget?.

Yes, but you need a widget covering a lot of area. Do you want it full screen?

Ah yes, I get what you are saying. The widget would have to be large to allow the layer to display without cropping at the edges. It was not going to be full screen but merely an image. So, how do you set the layer to be moveable separately from another layer? Is it an obvious thing I am missing?
