The CpuCore does not return actual CPU usage, just zero.

Yes.

EDIT:
The suggestion mentioned on the Chinese Skin Development forums, to run XWidget as an administrator, does not fix the problem.

Also, I'm running x64 Windows 7 Home Premium.

There is a possibility that your processor is old and it does not support any kind of feedback. You should update your drivers and check the manufacturing date, if possible.
